The issue can be reproduced at will with the following steps:
1. Install according to  p9285484_551_LINUX.zip
2. Launch Forms runtime engine by running startinst.bat.
3. Launch metabuilder with http://localhost:8889/forms/frmservlet?config=metabuilder



BUSINESS IMPACT
-----------------------
The issue has the following business impact:cannot use metabuilder, no effect on CCG itself
