The Schedule Time Is Rounding To Midnight

The user has installed BRM 7.5 PS13 (MPS1) and enabled the business parameter, UseExactTimeForDeferredAction, so it prevents the rounding of WHEN_T to midnight.
Therefore, the deferred action should be considered for running at the mentioned time. However, the behaviour does no change and the deferred action still rounds to midnight.
