Rerating Failed on Some Accounts when Trying to Flush the Monitor Queue (Doc ID 2067736.1)

Symptoms

On :  7.5.0.6.0 version, Rerating/Rebilling

While running rerating on one of the impacted account by calling the PCM_OP_SUBSCRIPTION_RERATE_REBILL opcode, the error occurred when rerating tried to flush the monitor queue for the account being rerated.

The error seemed to be occurring after a threshold breached on the balance monitor group.

Steps :
1. Create a subscription
2. Create a subscription-level balance monitor group and set a credit limit on the monetary resource of the balance monitor group
3. Process some usage or cycle fees breaching the credit limit set on the balance monitor group
4. Run rerating or pin_monitor_balance
