Account Policy Change Is Not Reflected to Existing Users (Doc ID 2070831.1)

Actual Behavior
After increasing the value of Minimum Password Length from Account Policy, existing user which does not qualify with the new Minimum Password Length is not prompted to change password.
Existing user can login with a password shorter than the new "Minimum Password Length" setting.

The issue can be reproduced at will with the following steps:

  1. Login to Java Client in admin user
  2. Go to Admin > Settings > User Settings > Account Policy
  3. Change Minimum Password Length from 1 to 10
  4. Save
  5. Login to Web Client with existing user which have password below 10 characters
