ESM Services Are Not Importing ACKs: Input Values are not in proper sequence (Doc ID 2074279.1)

Symptoms

The following error is observed in the ESM_ACKimport.log file when attempting to load acknowledgments (some parameters have been changed for confidentiality):

Input Values are not in proper sequence, one or more parameters are missing The following are the input parameters:
Log Path: C:\Program Files (x86)\Oracle\Argus\InterchangeServiceLogs\, Profile Name: <CONFIDENTIAL>, IT Email: , BUS Email: , DTD Path: C:\Program Files (x86)\Oracle\Argus\InterchangeService\DTDFiles\, Win Directory: C:\Windows\, Database: PRO286, Receive Process Type 2, Xpath 674414
