Unable to Create New Allocation Rules After Applying OFSAA Patch (Doc ID 2078500.1)

Symptoms

On PFT 8.0.1, after upgrading from 8.0 to 8.0.1, now unable to create allocation rules in PFT. The WebSphere JVM log shows the following error:

The issue can be reproduced at will with the following steps:
1. Follow 8.0.1 installation steps from PFT 8.0.1 installation guide
2. Attempt to create a new allocation from Allocation Summary screen
3. Screen hangs with spinning hourglass
