ACTUAL BEHAVIOR

Refresh Collections Snapshot (MSRFWOR) not collecting changes
After upgrading database from 11gR2 to 12c.1 the collections process is not capturing changes to the base tables as part of the 'fast refresh' performed by the Refresh Collection Snapshots program during a Targeted and Complete Refresh Collection. If you run the Refresh Collection Snapshots program in Complete mode manually prior to the collection run, the records are picked up as the snapshot was just previously refreshed.
EXPECTED BEHAVIOR

Expect that the changes to the records get picked up during the collections process.
STEPS

The issue can be reproduced at will with the following steps:
1. Make a change to a sales order.
2. Run a Complete Refresh Data Collection
Changes
Database upgrade from 11g2 to 12c.
