Interval Averaging Rule Throwing Error While Performing Estimations With DST Data (Doc ID 2099824.1)

Symptoms

Meter Data Management version 2.1 SP3 (2.1.0.3), the Interval Averaging Rule (D2-IntervalAveragingEstimation) returns an error while performing Estimations with DST data.  Whenever a missing Estimation IMD with zero reads is being Finalized, it is being discarded with the following error message in the Log tab: "The date time 03-09-2014 2:00:00 is not a valid legal/wall time for time zone USEASTERN- it is within a "gap" shift period."


The following error message was seen in the log tab:

"The date time 03-09-2014 2:00:00 is not a valid legal/wall time for time zone USEASTERN- it is within a "gap" shift period."
