Issue Installing Optional and Mandatory CSS BPEL Flows - Files Not Found (Doc ID 2100159.1)

Symptoms

Installing core CSSBPEL and CCB Optional flows (installSOA) fails during the compile stage, after the MDS load has competed successfully:

Successful MDS upload:

The important item to note is that even though the MDS upload completed successfully and the documents are available in MDS, the compile is unable to find them.
