Symptoms

 On : 7.5.0.12.0 version, Customer Center

ACTUAL BEHAVIOR
------------------------
The user is unable to generate javaPCM.log for Customer Center or other BRM client tools on Windows 7.

EXPECTED BEHAVIOR
-----------------------
javaPCM.log should be generated for Customer Center.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install Customer Center, version 7.5 PS12
2. Edit infranet.properties to enable log
3. Launch Customer Center, but no javaPCM.log is generated
