Symptoms
On : 12.1.3.9.1 version, Data Collections
Issue :

After all the programs 'Create XXX snapshot' end, the MSRFWOR program 'Refresh Collection Snapshots' still runs for 20 minutes.
The performance issue is at atomic refresh of all the snapshots , as seen below :

EXPECTED BEHAVIOR

Why is the atomic refresh takes so long compared to all the individual SN refresh , which all take up to 6 minutes.
