The issue can be reproduced at will with the following steps:
1. Login to CCG and Click on Change tracker.
2. Select a module (for eg:SYSADMIN 12.1) application and click on Changes.
3. After sometime the error message is displayed.

The issue has the following business impact:
Due to this issue, users cannot run reports on set up data in their EBS instance.
