Blank Page After Users Login to a Newly Cloned OFSAA Environment (Doc ID 2111657.1)

In Oracle Financial Services Analytical Applications (OFSAA) Infrastructure 7.3.3, after cloning the production environment to a test environment, when users log in at the OFSAA login page, they get sent to a blank page.  See below:

The screen is completely blank after the login.

The following error exists in the SMSService.log from $FIC_APP_HOME/common/FICServer/logs:

As a result of the issue, users cannot access the test environment.
