Scheduler Not Allocating Activities Due To Linked Jobs (Doc ID 2114383.1)

Symptoms

Jobs are left unassigned even though there are eligible crew shifts available.

Observed symptoms:

- The Schedule Tab for these activities appears blank.
- The Activity appears processed in the Scheduler Registry
- The Activity ID cannot be found in the current SMAUTO Logs
- When the HIP file is loaded into the Scheduler Diagnostics tool, these activities appears to be free. On selecting the 'Choose Shift for Stop' option, no shift choices are returned. However, when attempting to allocate the jobs to a shift, they are allocated with no issues.
