RPAS: LoadHier With Purge Age 0 Does Not Completely Purge History (Doc ID 2116924.1)

Goal

After running loadHier to delete history calendar with purge age 0, the history calendar and data seems to be removed from domain. However, the data appears again if the history calendar is re-loaded back to the domain. Why is this occurring and can it be prevented (because the intent is to remove historic data)?
