Symptoms
Initial Usage Transaction has proper scalar details (start, end measurements), but final Usage Period Service Quantity is zero, which is sent to CCB for pricing.
Steps to replicate:
a.) Create Device, Device Config, MC (Scalar / Subtractive) with an effective date of 1/1/2016 @ 12:00am
b.) Create Service Point, install Device Config into SP on 1/4/2016 @ 12:00am
c.) Add reads for the Device Config:
1/1/2016 @ 12:00am - value 0
1/4/2016 @ 12:00am - value 0
1/31/2016 @ 12:00am - value 175
d.) Create Contact and Usage Subscription, with effective date = 1/4/2016, link SP for the same date / time
e.) Create Usage Transaction from 1/4/2016 through 1/31/2016
Usage Transaction Scalar Details will show that 1/4 and 1/31 reads were captured, but final Usage Period Service Quantity is zero.
