Failed To Connect To Primavera Portfolio Management Database (Doc ID 2119137.1)

On OPPM, Installation

When attempting to Login to OPPM, the following error occurs.

Cannot Access Primavera Portfolio Management
Failed to connect to Primavera Portfolio Management Database
Please try the following:
Click here to try to login again.

Contact your Primavera Portfolio Management Administrator.


Technical information for administrators:
Failed to connect to Primavera Portfolio Management Database
Error description: The application server can not connect to the database server

To solve the problem, try one of the following steps:
From the application server, open Primavera Portfolio Management Console. Verify that the current database properties are typed correctly.
Verify that you can connect to the current database server using a database client tool, from the application server.
Use SQLPlus for an database, or Query Analyzer for an MS SQL Server database.
Verify that the MSDTC is running, on the application server.
Verify that the database server and MSDTC are running on the database server.
If the above steps did not help, contact Primavera support.
Note: You must restart Primavera Portfolio Management for any change to take effect.

The issue can be reproduced at will with the following steps:
1. Install OPPM Front End
2. Add the DB in OPPM console using EZconnect
3. Start up OPPM and try to login, error occurs

The issue has the following business impact:
Due to this issue, users cannot use OPPM.
