Log file not getting generated for Compile LA Library program

Symptoms
On : 7.3 version, Other Issues not covered by existing components
When attempting to run Compile SQL rule, the following error occurs:
ERROR
-----------------------
The log file for request XXXXX is empty(0 bytes).
The concurrent manager may have encountered an error while attempting to create this file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the EBS - GRC Control.
2. Select a Form rule and Click on Details.
3. SQL tab and click on Compile All SQL's , note down the id and check the concurrent job logs.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot read the errored concurrent logs as the file did not generate.
