Connection to CIS Sync Admin URL Fails (Doc ID 2119850.1)

Symptoms

 The Adapter page from the CIS Synch Admin screen shows a red X. The URL resembles 'HTTPS://<machine>.<domain>/CISSynchAdapter/CAAdapterService.asmx'

When toggling between yes and no in the enabled section, an error will show up in the event log from PhaseForward.CentralAdmin.

The message says: The underlying connection was closed: Could not establish trust relationship for the SSL/TLS secure channel.

It also shows this: The remote certificate is invalid according to the validation procedure.

Changing the URL from 'HTTPS://<machine>.<domain>/CISSynchAdapter/CAAdapterService.asmx' to 'HTTP://<machine>.<domain>/CISSynchAdapter/CAAdapterService.asmx' allows the connection to succeed
