How Does rehostuser Behave If User Data Is Already At The Destination? (Doc ID 2120969.1)

Goal

Is it possible to speed up the rehostuser process by copying the bulk of data to the destination ahead of time and then finishing it up by running rehostuser?  Will this still process all the data or will it save us time by only copying over the difference?
