In the Oracle Utilities Application Framework for Meter Data Management, the OUAF business schema does not enforce any order or elements in an instance document. However, when communicating with the outside world we need to map OUAF business schema to a W3C schema (xsd). Xsd:sequence element requires elements to appear in the
order defined in the xsd. In order to ensure that XAI responses are valid, we normalize the response document to reorder elements.
Normalization incurs overhead and some customers wish to bypass this for large documents.
