Agile Managed Server Gets Overloaded Status with Error: No Resources Currently Available in Pool ContentDataSource to Allocate to Applications (Doc ID 2139758.1)

Symptoms

Agile managed servers are going to overloaded status when monitored from WebLogic admin console agileDomain > Environment > Servers.
Below error can be seen in Managed Server log:

weblogic.jdbc.extensions.PoolLimitSQLException: weblogic.common.resourcepool.ResourceLimitException: No resources currently available in pool ContentDataSource to allocate to applications, please increase the size of the pool and retry..

Steps

The issue can be reproduced at will with the following steps:
1. Restart Agile Application Server node
2. Keep the server running with active users
