Bill Segment Generation Encounters Error When Meter Has Multiple SP/Meter Installation (Doc ID 2140954.1)

Symptoms

A valid billing scenario where the meter was properly removed on the other SP and was installed on a new SP correctly.

The new logic introduced by the following Product Fix does not properly fit for CIPBBLSG:
Fix was included in 2.5.0.1.0 and newer versions.
Patch 21793727 2.4.0.3.0
Patch 21039706 2.4.0.2.0

Currently, when generating a bill the base CIPBBLSG (with the new logic) process all the previous SP/Meter Installation of the Meter Configuration.
If the program will process all SP/Meter Installation then definitely the new meter read will always be greater than the removal of the previous SP/Meter Installation which will cause the program to raise the error.
