How to Implement Outages With No End Date Time (Doc ID 2141145.1)

Goal

The issue is that outage events with no corresponding restoration events to complete the outage have been received from the Head End System (HES). This is causing the outage activity to remain in the started state. This has been occurring in our Meter Data Management (MDM) Production environment. Impact to the system includes – for the meters affected by this problem, functionalities like periodic estimation and UT generation will be affected.

The expectation is that the open outages need to be closed based on the nearest regular read received if we do not receive a restoration event from the HES within X hours of its creation, where X is configurable.
