On : 7.3.1 version, Flow Rules
ACTUAL BEHAVIOR

User should be able to define the expected message
EXPECTED BEHAVIOR

Expected message is not displayed with the form
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the EBS
2. GRC Control - Create a Form Rul : XXLPL_GL_PREVENT_REV_JE_SAME_MONTH
to display a message Hello World
3. Navigate to the Form the message is received is Test
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get the form used as expected
