A Crew Shift with Scheduler Status "Standby" was Started and transitioned to "Out of Service" by the User "Batch, Controls (BATCH)".  Afterwards, the scheduler assigned two activities to this shift with the status "Out Of Service". This behavior is not as expected and should not be allowed.

Why are activities assigned to Crew Shift with Status Out of Service?
