Tasks Get Stuck After a Redeployment of a Cartridge

Automated tasks are getting stuck. This issue happens in the following scenario:

1 - There is an order in failed state.
2 - The cartridge is re-deployed.
3 - There is a resolve failure set.

The order is now stuck
