After installing Customer Self Service Business Process Execution Language (Oracle Utilities Meter Data Management & optional Oracle Utilities Customer Care and Billing), testing with a Simple Object Access Protocol client doesn't return any results, but if testing directly against Oracle Utilities Customer Care and Billing Web Services Description Language, a response is provided.  For example,

Simple Object Access Protocol project built with https://<ccbServer>:<ccbPort>/ouaf/XAIApp/xaiserver/WXAccountSearch?WSDL {Oracle Utilities Customer Care and Billing direct} returns a response after providing appropriate input

Simple Object Access Protocol project built with http://<soaServer>:<soaPort>/soa-infra/services/OUCSS/OUCSSOUCCBWXAccountSearchEBF/OUCSSOUCCBWXAccountSearch_Client_ep?WSDL {Simple Object Access Protocol direct} simply returns what was provided in the request, no actual data returned
