Why is the SelfReliant SR Config Parser Picking Up Commented-Out Parameters?

Goal
When commenting-out some parameters in the app.xml, we noticed that they were still being picked up in the trace log.
One example is the parameter "backtraceSignal". Commented out the line containing the value SIGUSR1, and it still printed out the confirmation message in the trace log. Changed the value to OFF, still left it commented out, and noticed the value being logged in the trace again. Also tested this with the "overrideSysDefStackSize" parameter and experienced thew same behavior.
Is this just an issue with the trace log, meaning it is printing out the value but not actually setting it? Or is this actually setting the value and getting picked up by the SRP?
Running the base version of SelfReliant 4.4.
