Cancelling Products at CYCLE_END_T Does Not Cut Validity of Granted Sub-Balances to the Cancellation Time (Doc ID 2150597.1)

Symptoms

When cancelling a purchased product explicitly at the time of CYCLE_END_T, sub-balances are not being cut regardless of whether the PIN_RATE_FLG_CUT flag is being passed.

It is expected that cancelling products should also cut the validity of granted sub-balances to the time of cancellation.

When cancelling the purchased product explicitly at least 1 second before the CYCLE_END_T,  the validity of granted sub-balances is correctly cut to the cancellation time, as expected.

The issue can be reproduced with the following steps:

1. Create an account on Jan 28 with billing Day Of Month (DOM) 28
2. Purchase a product (pro-rated on purchase) cycle start = Feb 15
3. Cancel product at the time of CYCLE_END_T = Mar 16
