Cancel Product At Cycle_ent_t Does Not Cut Validity Of Granted Sub-balances To The Cancellation Time

When cancel the purchased product explicitly at the time of cycle_end_t. Cancellation generally cuts the validity of granted sub-balances to the cancellation time. In this case though, sub-balances were NOT cut though. The same happened when passed the PIN_RATE_FLG_CUT flag explicitly.
When cancel the purchased product explicitly 1 second before the cycle_end_t. Cancellation has cut the validity of granted sub-balances to the cancellation time, as expected.
Cancellation cut the validity of granted sub-balances to the cancellation time.
The issue can be reproduced with the following steps:
1. create an account Jan 28 with billing DOM 28
2. purchase a product (prorated on purchase) cycle start = Feb 15
3. cancel product at the time of cycle_end_t = Mar 16
