Symptoms
User, <USERID>, cannot be (bootstrapped, deleted, synced); and --checkstore on the index shows it is not corrupt.
However, --checkaccount returns error:
# ../jiss/bin/issadmin.sh --checkaccount --user <USERID> --sync
