Cannot login, Error in Prosight.log: ORA-25153: Temporary Tablespace is Empty

On: OPPM (found in 15.1 release but can occur in other OPPM releases as it's a database issue):

When attempting to log into OPPM, the user cannot login and is taken back to the login screen. The following error occurs in the prosight.log:

ORA-25153: Temporary Tablespace is Empty

The issue can be reproduced at will with the following steps:
1. Navigate to OPPM login page and attempt to login
2. User cannot login and is taken back to login screen

The issue has the following business impact:
Due to this issue, users cannot use OPPM
