In ECC plan with detailed scheduling in the plan output, Sequence Dependent Setup is not working as expected

Additional information :

1.  JDE-VCP implementation, having resource setup steps, setup transitions and setup allocations as per JDE-VCP integration guide and collected successfully (in collected data, we can see correct transition times populated between setup steps (in msc_setup_transitions for plan_id = -1)).

      However after running plan the changeover duration is zero in the plan output.

Note : in the plan output, the resource Changeovers have correct values

2. Followed the solution in EDD Plan Shows Changeover Duration = 0 For Sequence Dependent Setup (SDS) in ASCP Plan Output (Doc ID 1572403.1) - setup the required profiles, but issue persisted.
