Step Boundary Option Not Working Correctly

This is the issue regarding the Step Boundary Proration function in Japanese Localizations.

The expected result is that the service quantity is prorated and the step boundary is NOT prorated when the step boundary option is set as 'Do Not Prorate'; however, even the service quantity is not prorated if the option is set as 'Do Not Prorate'.
