BIP Tax Jurisdiction Report not Showing the City Name Wise Classification (Doc ID 2164116.1)

Symptoms

On :  7.5.0.14.0 version, Portal Reports

When a Tax Jurisdiction summary report is executed, it does not show the TAX JURISDICTION classified by CITY. It shows the report as UNKNOWN CITY.
The data within the EVENT_TAX_JURISDICTIONS_T had all the data as per expectation.  The Package BIP_TAXES.GET_JURISDICTION seems to be returning the output wrongly.

STEPS
-----------------------
- Have taxes configured at the state and city level in Billing and Revenue Management (BRM).
- Associate the respective tax code in the product.
- Create accounts. Purchase products.
  Note that the cycle charges and any usage and purchase charges applied are taxed.
- Run billing
- Login to BI Publisher (BIP) and try running the Tax jurisdiction report for city taxes the report shows up as the attached pdf file.
  It does not show individual city information. It shows as "UNKNOWN CITY" . The database EVENT_TAX_JURISDICTION_T has the correct information
