ASNIn Messages Are Failed In RIB-SIM (Doc ID 2169311.1)

When attempting to process a ASNIn message with routing information Via RIB Diagnostic and Monitoring Tool (RDMT), the message fails in RIB-SIM with the following error:


Steps To Recreate:

   1. Open RDMT Menu.
   2. Select option : 3 -> PUB/SUB/TAFR Msg Menu.
   3. Select option : 1 -> Publish Msg Utility. 
   4. Publish an XML message including routing information to ETASNIn Topic.
   5. The message fails in RIB-SIM with above error.
