Problem with Timezone and Daylight Savings Time if no Time Zone if Provide from Upstream (Doc ID 2173735.1)

 The goal of this KM is to provide details relating to timezone problems if the input order datetime fields  do not contain a timezone.

For "datetime" metadata types where the order provides a value with a date-only format like "YYYY-MM-DD," OSM calculates daylight-saving time based on the current date instead of the date provided.
