Unable to Modify Charge and Pricing Details for Bulk-Rate Plan Configured

Goal
The user has around 200+ Impact categories assigned to particular zone. As per the business requirement, it is needed to change the pricing of some countries / impact categories every month. While trying to do these changes through PDC UI, impact categories were in random order inside the charge offer. There was no way to sort them alphabetically or to filter them out by any means.
The End-Client is not possible to manually change xml and run through putty box due to sever access and all, UI is the only way to perform the action. However, even with trying to import xml through UI, it is sometimes limited to some objects contained withing a Changeset.
The expectation is to get enhancement to easily change the values in PDC UI for different impact categories (by providing the means to sort or filter them).
