PDC Validation Failure when Submitting ChangeSet

Goal
On : 11.1.0.6.0 version, Transformation for Pricing Design Center (PDC)
There were validation errors when an user was attempting to submit ChangeSet which includes a charge offer and a charge.
ERROR:
Here are steps followed to delete the ChangeSet, but it did not help:
1) Delete the changeset “XXX 12” with the charge offer that was failing validation
2) Create a new default changeset
3) Query for “CMX SMS Unlimted”
Here, two results found; one is promoted, one is in draft phase.
4) Edit the draft version by changing the description to make it ‘dirty’
5) Click “Save and Done”
6) Return to the changeset
7) Click Submit
