How to create a custom portlet for search purpose and show the new portlet in InfoCenter?

There may be a business need for a new portlet in InfoCenter.  To accomplish this a portlet and purpose are created in the search config and then using workbench rules you can put a new search result in these specific portlets showing on search result page, like expired portlet or Answer Box portlet.

These are customized Search components or Managed answers can be shown on the InfoCenter as a new Portlet on the right hand side.
