On : 5.5.1 version, Integra Codebase
When attempting to run the Baseline Definitions for EBS HR 11.5.10
the following error occurs.

Error: Snapshot Get Target Data routine failed. ORA-06575: Package or function T
ICK_F_0000000300000078 is in an invalid state
ORA-06512: at "SYS.DBMS_SQL", line 1199
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the CCG
2. Click on jobs > Schedule a job and select the base line definitions for the application HR 11.5.10

Due to this issue, users cannot run the snapshot base line definitions for the HR
