Not Able To Get Suspense File For Failed Records In ECE_DC , The Records Remain In Scratch Directory (Doc ID 2184677.1)

Goal

On : 6.0.0.3.0 version, Cartridge Kit

Qn1:As part of rating in OCOMC , some records get failed and gets suspended. The suspended records are written in to scratch directory. In ECE_DC no. of records per Suspense file is configured as 500.
So, the node waits till all 500 records are failed and gets accumulated in scratch directory and then only flushing out.
As an alternate, setting max records per suspense file can be set to 1, but that generated large no. of files as each file contains only 1 records which is not very feasible.
So need some timeout or other logic , which can flush the scratch files and write suspense files, if they are not reached the threshold within certain time?
 
Qn2:Currently it is allowing to create certificate for only one year. Is there any parameter if-any to extend the certificate period more than an year ?
