PCG : GRC Rule Migration Failed With ORA-01722: Invalid Number Error (Doc ID 2187544.1)

Symptoms

On : 7.3.1 version, Migration

When attempting to import a rule from an xml file
the following error occurs.

ERROR

oracle.apps.xxlaapps.importer.CustomException: java.sql.SQLSyntaxErrorException: ORA-01722: invalid number

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the PCG > GRC controls > Form Rule
2. GRC Utilities > Migrate Rule
3. Try Importing from a file 1010896_rule_0012OUTLEASEADMINTOOLS.xml
Location : /uu1001/TEBOU3/applptmp/1010896_rule_0012OUTLEASEADMINTOOLS.xml
