ISS: WARNING: Time To Create Email Document (100 Seconds) Exceeded Limit (30 Seconds) (Doc ID 2189754.1)

Goal

On : ISS 1.0.5.25.0

WARNING: time to create Email Document (100 seconds) exceeded limit (30 seconds)

I restarted ISS and the error has stopped.

The words are clear enough, but questions remain:

What should I do about it?
What does this mean for that user/folder? Do those never get indexed?
Is this due to storage IO performance? or something internal to ISS?

Also, the following is set to 300 seconds in jiss.conf:

iss.indexsvc.attachment.timeout = 300

So where is it getting the 30 second timeout?
