LAM Searches "Cases Not Yet Sent to Central" and "Not Routed" Do Not Produce The Same Results (Doc ID 2194479.1)

Why don't the LAM Searches "Cases Not Yet Sent to Central" and "Not Routed" produce the same results?

Per documented definitions below it looks like they would produce the same results:
Local Affiliate > Local Event Search > Cases Not Yet Sent to Central:
Show cases that have not been sent to Central since being created.

Not Routed tab:
Displays local events that have not yet been routed to central

Actual results show that on certain occasions "Not Routed" produces less rows then "Cases Not Yet Sent to Central"
