Unable To Logon with MetaSolv Solution tbs.exe client - Application hangs then receives Out Of Memory error. (Doc ID 2199114.1)

Symptoms

The MetaSolv Solution tbs.exe client hangs during logon for a few minutes then throws two out of memory type errors.  Below are the text and images of the errors in the order they are displayed to the user.

NOTE: Users are able to logon with the MetaSolv Solution Utilities client (tbs_util.exe).
