On : 8.6.6.1305 version, Application Access Controls Governor
ACTUAL BEHAVIOR
---------------
Under Manage Access Approval, rejecting a user request and then re-submitting the request , GRC auto approves it.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. in EBS , Submit Conflict analysis for a responsibility that causes violation with no end dates.
2. Reject the request in GRC: Manage Access Approval.
3. Run GRCC User Provisioning Approval Poll in EBS.
4. In EBS, Re-submit the same request (user and responsibility) with a future end date.
5. GRC auto approves it as seen in GRC: Administer Access Approval.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot reject and resubmit with Approval.
