Symptoms

For Release 2.5 and newer:
After installing a new 2.5 (or newer) system from scratch, running "nms-setup -clean" for the first time results in a number of "ORA-01031: insufficient privileges" errors in the output log.

For all previous releases:
After installing a new 2.4 (or previous) system from scratch, running "ces_setup.ces -clean" for the first time results in a number of "ORA-01031: insufficient privileges" errors in the output log.

problem: CREATE OR REPLACE SYNONYM NMSREAD.att_sectionalizer FOR NMSUSER.att_sectionalizer
