SMTP- Mail Is Not Getting Generated

We have configured SMTP configuration in the application, Mail is not getting generated, while transmitting report.
Reports ->Bulk transmit shows below error for email transmit.
"Error occurred when transmitting this report through email. Could not send mail through SMTP "
Observed the below error in Ag service logs
12-Dec-2016, 13:02:00 >> Bulk Report Transmit E2B > "C:\Program Files (x86)\Oracle\Argus\Argus Safety\AGProc.exe Bulk Report Transmit E2B Bulk Report Transmit E2B" started.
12-Dec-2016, 13:02:00 >> Bulk Report Transmit E2B > "C:\Program Files (x86)\Oracle\Argus\Argus Safety\AGProc.exe Bulk Report Transmit E2B Bulk Report Transmit E2B" stopped.
12-Dec-2016, 13:02:06 >> Bulk Report Transmit Email > DEFAULT: ERROR (10060) "Could not send mail through SMTP" occurred when transmitting report: 2016-IPC-00072 (CIOMS-I) (100083),
1 reports processed. 0 success, 1 failed, 0 skipped.
