SCA - Not Handling an "INVITE" Followed Immediately By the "BYE" Message on SIP Dialogue

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C), the Oracle Session Control Agent (SCA) is not responding to SIP (Session Initiation Protocol) "INVITE" messages from Metaswitch.
The problem appears when the Metaswitch (MS) from A-Party sends an "INVITE" to disconnect media towards SCA, followed almost immediately by the "BYE" message.

Few words in addition to the above picture:
SCA reads the first "INVITE" of the wire, sends back a "100 Trying" and then reads the "BYE" message of the wire, shuts down the call internally and never sends any response back to the Metaswitch Server.
That's why the A side Metaswitch continues retransmitting "BYE" message towards SCA.
